TOWN COUNCIL WORK SESSION MINUTES

Mayor Paulin, Vice Mayor Sitoula and Councilwoman Stillwell met in a work session via teleconference
on Wednesday, August 26, 2026. Also, in attendance were Town Manager Hicks and Town Clerk Andrea
Brady.

ERG Building: Velocity Center Site The Mayor and Council reviewed the Velocity Center site project
-

for the ERG building. In their packet they were provided with the phase 1 major site plan, the review
letter from ARRO Engineering, and the draft Planning Commission minutes with the Commission's
recommendation for approval with the condition that all items in ARRO's review letter are addressed.
Town Clerk Brady received an update from the Town's Zoning Administrator, Mark Harman, that he held
a follow up meeting with the project engineer on Tuesday, August 255 and they were able to work
through each of the comments from the letter. They will be resubmitting later this week and Mr. Harman
will provide a clean review letter to the Council at that time. Mayor Paulin made a motion to approve the
project with the condition that ARRO's review letter dated 8/ 12/ 26 be satisfied by the applicant.
Councilwoman Stillwell seconds the motion. The plan was approved with conditions by voice vote; 3-
Ayes, 0- Nays.

Firehouse Siren Town Manager Hicks has received concerns about the firehouse siren, and the hope

from residents and business owners that maybe something can be done to prevent it from going off at all
hours. While the Town does not govern the firehouse, their hope is that we could speak with the fire
department to see what could potentially be done. There is still a necessity for the siren, it serves as an
emergency call and tornado siren, but the discussion can be had to see if there are any options. Vice
Mayor Sitoula suggested they explore a low decibel technology for the evening if their code requires they
use the siren. Mayor Paulin will work on scheduling a meeting or call with Chief Klahr to discuss this
further.

Town Logo & Seal The Council will move forward with the resounding public opinion from the poll

and move select logo option 3. The Council will review the updated Town seal options to select 2 for
another poll to get the residents' vote. Once the poll is open a post will be added to Facebook to get the
residents involved in the voting process.

Chamber of Commerce Ad -

The Council will move forward with last year's ad but change from the seal
to the new logo.

September Town Meeting Agenda -
No changes or additions.

Roundtable:

Mayor Amazon Disaster Relief has a nonprofit charitable arm that does disaster relief planning. Mayor
-

Paulin met with one of their representatives. They will be doing a training exercise tomorrow in town and
will be providing materials and kits for emergency services. They will be utilizing the Pavilion, and the
meal kits will be donated to local food pantries. There will be an Amazon disaster relief helicopter
landing on the Village Green. They usually do these types of training situations at the local school, but
they did not want to disturb operations.

Vice Mayor Asked for an update on the Maryland Associate of Counties conference the Mayor recently

attended. Mayor Paulin gave information on the classes he attended including one on broadband.
Councilwoman -
None.

Town Manager Gave an update on the properties outside ofthe base gate. The courts found in the

Town's favor. The property owner has 30 days to appeal the decision.

Town Clerk -

Discussed updates to the bulk trash pickup guidelines and the upcoming Trunk or Treat
event.

Mayor Paulin adjourned the meeting at 3: 5lpm.
